Best RFMO Monitoring, Control, and Surveillance measures- Summary update

The Recommendation 2 Working Group (Rec 2 WG) was tasked with analyzing best practices in monitoring, control and surveillance (MCS) measures to address illegal, unreported, and unregulated (IUU) fishing at Regional Fishery Management Organizations (RFMOs).

This summary outlines the scope and process undertaken by the Rec 2 WG, the categories of MCS measures they identified as critical in RFMOs to combat IUU fishing, and an update on what measures the United States has been recently advancing in RFMOs. Given the changing nature of IUU fishing, the WG acknowledges that best practices in RFMO MCS measures will need to adapt accordingly, requiring ongoing prioritization and effort on the part of the U.S. government in its participation at RFMOs and engagement with other RFMO member countries.
